Anyone know of a site that has these types of contests (also ones that you give a reward to the winner? I want a tattoo of an eagle with a beret on its head and a machine gun in its talons, but i don't know of any artists that can draw this good. The nearest tattoo parlor is at least an hour away and I don't really want to drive all that way just to find out that they can't do it. So at least this way I could get an idea of it...

you could check deviantart.com to see if there are any artists there who can draw what you're looking for, and then see if they'd be willing to help you out. I wouldn't know of any other place to find artists (and wannabe artists) without searching for it for a while...
Thanks for the replies (and websites). I think that I might find what I'm looking for at Yaxay.com (which taropatch posted). They have a very well put together forum there (with good moderation etc. to keep it clean), so after I get the required 20 posts, I'll post a contest :), in the meantime I'll keep at it on google, and asking around town for a good artist :P.
