I get the following error message when I try to view the default.asp page:

Error Type:
Microsoft JET Database Engine (0x80004005)
The Microsoft Jet database engine cannot open the file 'c:\inetpub\wwwroot\forum\cgi_bin\snitz_forums_2000.mdb'. It is already opened exclusively by another user, or you need permission to view its data.
/forum/inc_top.asp, line 42

Can someone walk me through the procedure of granting the appropriate permisions? Is this done through the Access database itself, or is it done through WIN2K utilities?

If you have ftp open, close it, see if that works...
I've had that happen before.
