only mod can open new topics, but evrey members can reply.

anyone has got something similar?

it's built into snitz already. Allow moderation for the forum and set to first post only

Go to Admin Options --> Feature Configuration --> Allow Topic Moderation: --> ON
Then click on the icon on the category bar and select:
Moderation Allowed in this Category
Then edit your individual forums and under Moderation select:
Original Posts Only Moderated
That should do it.

PS. David already replied but when I first did this I was confused on how to set it so I thought I would add that to his reply.
