I was downloading a site and while watching the FTP log file it connects to different port numbers on the same ip address almost evertime it moves on to the next file. Why does it do this, or do all websites and I just noticed.

Using PASV mode in FTP it will always do this, usualy the port range will be 1024-5000 on windows (the ephemeral port range).

Same deal with many other protocols especially if your NAT'ing your outbound connections to the net etc.
