How do i make it so that only certain members can have avaters?

A friend of mine has a snitz board like this, but i don't know how they did it.

What sort of criteria do you want ?

The avatar mod allows for everyone to have avatars, so you'd need to change the places where it displays the avatar to make it conditional.
