What do i need to do to have the suff on my site copyrighted?
I see other peoples sites that say for ex. c copyright 1999 mycompany

Do i just have to put that on my site? or do i need to get some sort of permission to copyright my page?

that's all you need to do. just make sure you aren't slapping a copyright on your page that contains material that is someone else's work.

I made a javascript script custom (i couldn't find one elsewhere) and i want to submit it to javascript.internet.com (so other people can use it) but i don't know if i should put this in it or not:

/* copyright 2003 JR Business Publications jr.marlintinicharters.com */

would this make it so other people can't use it? or does it just give credit to me?

1. putting a copyright statement in your files is just that. it does nothing more than to inform people as to who owns the copyright.

2. dynamicdrive.com has some cool javascripts.

If you wrote the code, you own it and you put a copyright notice on it so everyone else knows that it is yours.
