Not sure what you mean with "they" but... - I doubt sub-forums will be included in the base code - There's no MOD I know of that allows you to add sub-forums
It would take some work, but a lot of what you'd need is already built into Snitz. You could add a field to the category table and have that not be shown on the default/forum listing page, then modify forum.asp to check if sub forums exist within that forum, if so, display a list of forums (or maybe just redirect to the category page.

Although I still don't like the idea of sub-forums (just more clicks IMO), the way subforums work at the site you've posted are a lot better than they do in vBulletin forums.
