I have to give credit to Richard for showing me something very similar to this. I just took it to a different level. There are two files you will need to use. One script produces the XML output and the other reads it. The one that reads the XML output is also the ticker script. You can customize this depending on your needs and skill. I used to have this at the top of my page on my forum which looked like this:
