I noticed one of the ASP forums discussed in ASP FORUM :
http://forum.snitz.com/forum/topic.asp?TOPIC_ID=41145is UTF-8 based....http://www.vienuke.com forums with Simplified Chinese, Vietnamese, among languages supported.... Quite interesting....

That's a well good way of organizing and managing Product Development and Globalizaiton/Internationalization..."Organizing Complexity" of Product Globalization... (just borrowing some old jargon from one of the sysem analysis textbook sometime back....)

You got to have both in full house!

Also take a look at admin.... there is one setup by TestMagic to get in... check the link(s) in the first post or original forum....

Looks very much like PHP Nuke style design/forum.....

(Perhaps this is more in MODS arenas, but PHP-Nuke has Nuke Worldwide Community stuff - listing language deployment in different regions of the world.... see the left navigation worldmap and pull down menu for "intl".....something to think about)<
