 Need help Setting Security Permissions

I am just going nuts here. I have just converted ms access 97 to 2000.
The problem I am having is when a user (Bob) signs in, I have set his permission to read only, but when Bob signs in he has full rights. This should be real simple. You either check the box or you don't check the box.

I have check to make sure he is in the right workgroup. (correct)
I have gone to Bob computer and look at the permissions. (correct)
I have bob sign off and sign on. (makes no difference)
I have sign off and sign back on. (makes no diference)
I have check and made sure its the correct DB. (ok)

The following things I haven't done yet is:

Make a new workgroup with ms 2000.
Have all users sign off and set the security permissions.

What else could it be?
Other thoughts if I can't make this work, is there some kind of a code to where when Bob signs on, just have read only access to the database.

Give me some ideas.

What are you talking about, Bob signs on to what? And what security permissions are you talking about? Is this a Snitz problem?
