I have looked everywhere for at Mod there can help me against the problem, so ppl won't "spam" or make lots of topics with the same name for fun... So I can make a delay for 1 min... before a member can post again.

That feature is included in SNitz 3.4.03. Just go to Admin Options -> Feature Configuration and make sure Flood Control is set to On. You can then specify the value in seconds between consecutive posts in the dropdown box.
I have used this setting, but it doesn't seem to do what I am looking for. When making a post, if a member clicks Submit 20 times instead of just one, the post will show up 20 times. The flood control does not help in this respect.
Flood Control does work in that respect. If you set it to a decent number (five/ten seconds), it disables the submit button for that amount of time which prevents a person from just hitting the submit button. Now if that person uses the back button and keep hitting the submit, you can't prevent someone from being a schmuck....
Note that if your trying to test flood control while logged in as Admin or a Moderator, that flood control is not applied to those members types, only regular members have flood control enabled.
