You need to enable sticky topics in your admin options (forum features, I belive), then when you edit or make a topic, you should have an option "make this topic sticky"

I think only Admin's have the privilege though, but definitely a built-in feature in 3.4

Moderators can make topics sticky as well.

Moderators only have special rights in the forums they moderate. Making topics sticky is no different from everything else.
