Secret Topic MOD for Snitz 3.4.0x

Feature:

something like the "Report to Moderator", allow user post a secret topic
that only Topic Author, the Moderator and Administrator can view/reply.
Test:
====================================================
on Snitz v3.4.03 and Access db only.
Known problem/bug:
====================================================
1. if you close/lock a secret topic, it will become visible to all users.
i have no good idea how to deal with this issue... i wish there is a special
archived place can put these locked secret topics, but it also need a lots
code modification.... so now just can suggest you Delete it if these secret
topics no useful anymore.
2. the same as above question when archive a secret topic.... now i just
can set the archive_flag = 0 if a secret topic.

this is a Test Version, i did'nt try on many situations, maybe still missing something.
so suggest playing this mod on your test forum first. make sure it really work and no
any private problems for your forum situation.
any bugs found or suggestions to this mod will be appreciate, thanks!
