When I goto "moderator setup" in my admin options, there is only one user in the list - admin. How do you select other members of the forum to become moderators?
You need to go to the members page first. Click the edit icon (the one with the pencil). There will be a dropdown box where you can choose to give them moderator status. Then go to the admin_options to select which forums you want them to be moderators.
