in the feature page of admin you can set the Highest Level of Subscription that can be used on the forum.
Where can I set the individual level for the Categories and Forums?
- everyone can see them all?

edit each category and forum to set the level you want for each of them.

Also, e-mail must be on to use the subscription function.
