I suppose this question will be answered in a couple days when v3.4 is released. I'm just antsy...

Are the resources in version 3.4 going to be more modular than in 3.3? In other words, separate images into a folder like /images, separate admin pages from others in a folder like /admin? Includes in a folder like /includes?

I guess I'm just a fan of modularity like this. I really like how postnuke does that with it's stuff.

i do not know what to say...

1. wait for the release - it won't be long
or
2. the images will not be in a separate folder, the rest i do not know.

take your pick

No. You will be able to move the images in another folder if you want to. Other than that all the files will still be in the root folder.

reason they're all together when you unzip the ZIP file is that not everyone can use virtual includes, nor does everyone want to use the same names for the directories. Using file includes that don't point to files in another directory is the only solution without letting down a lot of users.
