You can make someone a moderator by editing their profile. You will see a drop down list for Normal User, Moderator and Admin. Change it to Moderator and submit.

Assigning Moderators to a Forum is easily done in the Admin section. You must be logged on as an admin first. When you click on the Admin Options you will see a link to assign moderators.

Log in as admin, open the member(s) for editing, and grant them the moderator status. Then they will be available to add as moderators to any forums.
