Will version 3.4 include multiple moderator levels?

I have a couple of moderators who I want to block from certain features, as they are only in charge of a single forum. I want them to be able to moderate in those forums, but not in others.

No it won't, AFAIK.

Anyway I don't understand your question, since each moderator is defined on a per forum basis. Even if a member has moderator status you still need to assign him to a forum as a moderator, to grant him modetaror rights on that forum.

Just assign them to only those forums you want them to moderate. If you don't assign a moderator to a forum, (s)he still won't have any special powers in that forum. It's been like this in 3.3.x too.

Well, actually it revolves around the Poll mod, now that I think about it. I had to get help in making it Administrators only when I set it up (as I wanted only limited number of people to be able to create polls).

My bad, for not remembering that sooner...
