Was the updated code for the TimeZone mod ever released??

Here's the original thread from Jan/Dec where it was said "I have done the changes, hopefully it will get released in the next few days."

yeah I just thought it might have been completed in the past 4 months.

Is there any chance of completion for this mod or is it permanently shelved?
