Is there a mod or a setting that can be applied to send an e-mail when a response has been added in the forum?

This is called subscriptions, what version of the forums are you running ? it is a standard feature in the current release.

using the latest version, i want people to have the option when they post to recive e-mailed response's when there post recivese another post, live vbulletin etc etc,

like I said, that is called subscriptions, just subscribe to the topic you have just posted (if subscriptions are allowed) and you will receive an email when someone responds to it.

vbulletin auto subscribes you to topics when you post on them. On snitz you have to manually subscribe.

The way vbulletin prevents the server from overloading with too many emails is by only sending an one email untill the person revisits the topic.
