if you allow people to link images then it can't really be done nicely although I started working on a client side script that allows for the resizing of images:

there is some math you can do here for image size restrictions and resampling.
However, the best way to get file size and restrict the file sizes and image sizes is to have the images loaded to your server. With signatures this is still going to be difficult but I have done with avatars which works like a charm.
I know I may not have helped you here except provide you with some awareness of what it is you are trying to do..
