Admin add Subscriptions MOD

I will post the Code ASAP.

This MOD will allow the Admin or moderator to manually add/remove subscriptions when in the Forum settings.

So when you can set the users for member lists under that will be a list of users that subscribe. They can add or remove them at will.

Admin option to have this on for off.

This is a good option for the NT mode users. :-)
