there is no simple way to do this. it would require mirroring and then you would also end up trying to manage 2 databases so the potential for data loss is there. if your server performs a 404 on a missing page you would need a server side script to trigger the other location. I have done this on unix/apache and I think with 2K/NT you can easily create custom 404s or other error code traps that you can put a redirect (meta refresh or other). If you don't have control over your server then the possibility of this is non existent.
Your biggest hurdle is going to be mirroring two databases.. your host would need to run multiple name servers on your domain....
