They are set to the default numbers. Right now it is in the testing phase on my local computer. The admin stars will not show up at all the post count does.
I created a user and still no stars. I then changed the new user to get a star with one post and the stars appear. I couldn't change the 0 number of stars for starting member. I believe the admin ranking (for stars) is not independent of the members.
The default is 50. Everyone adheres to the same post count requirement to get stars, even the Admin. So you won't get a star until you hit 50 posts, unless you change that to a lower number.
