I have a question that I hope someone can answer. It's for my daughter.

She has a Dell computer with Windows Vista OS. If she purchases a Dell Windows 7 OS Reinstallation DVD (factory sealed) on eBay, will that work even though she's never had Windows 7 on her computer?

Or, if she doesn't care about whatever files are on it, she can purchase an OEM version from a site like Newegg. Alternatively, she can buy Windows 8 (probably cheaper than Windows 7).

No. The re-installation DVD is to reinstall Windows 7 on Dell computers that already have or had Windows 7 installed.
You need to buy an upgrade disk.
