Our forum does not have HTML enabled so we use the [*URL][*/URL] and [*IMG][/*IMG] tags to insert signaturs and images. But what about background sounds? Is there a background sounds tag something like this:[*BKSND][/*BKSND]?

This file was about 1.48MB in size. I can get the MW2 animated GIF to run fine in our forum but at the momeent all I can do is provide a link (as above) to the midi file.

Any tips for someone who cannot use HTML?

No there isn`t such a tag for the forum code.
You can do it manually by adding it via the HTML tag bgsound to the code in inc_header.asp (will add it to all pages) but with 1,48MB I suggest you better leave that out since that takes a lot of traffic and loading times.
