No, not with that mod. Doramoon's My Avatar Addon, which you'll also find on that page Podge linked you to above, will allow members to specify a URI for their avatar and there is a mod floating around somewhere by RichardKinser that allows them to actually upload the images to your server. If you can't find that second mod with a search of the Mod forums here, let us know.
