Is there a mod or has anyone implemented a forum where members are required to pay a fee to post and read messages? I'm thinking of requiring everyone including those not registered to pay a small yearly fee.

Does registration has payment on that?

It requires everyone to subscribe. It could be changed to affect guests only, though.
