There is a MOD that does that, and it was put together by kwhipp (or something like that) a search should turn up the link as its been posted numerous times.

The "5-in-1 Snitz Common Expansion Pack" contains Kevin Whipp's "Email All Users" mod. The Expansion Pack requires that several mods be implemented in sequence. However, each mod folder contains the original mod with references or links back to it's individual creator whenever possible.<
