                       For a Windows NT IIS web server, the IUSR_computername user, used for anonymous web access, must have read/write/modify permissions to the .mdb file and the folder it's in.
  If it's your server, you can use windows explorer to change the permissions via the properties - security settings on the file or folder.  If it's a remote server at an ISP, they may offer a permissions control panel, if not you need to find out what folder they set up for databases (usually there is one).
