If you login as Admin and then goto Admin Options --> Forum Variables Information
take a look at the value for: /cgi-bin/snitz/last_here_date
It's showing 20000513004054
That's year 2000 instead of year 2001.
You'll also see this if you login with the box unchecked and look down in the statistics section at the bottom of your default page.
You'll see this: You last visited on 05/13/2000 00:48:37
What it looks like is happening is when you have the Save Cookie checkbox checked, the cookie is expiring as soon as it's set. My guess is that the date in the cookie is 2000 also instead of 2001
That would also explain missing new topics, because they then are saved as if they were posted a year ago and don't show up on the active topics page, or on the forums page (with any other option then "show all topics").

You guys are great! I will check it out. It is possible that when I set up the new Server that out in the incorrect date.
If not I will get back to you. For now I have switched back to the old server.
