I'm confused, as per usual...
If the only files being included as standard (ie, on most every page) are...
config.asp
inc_functions.asp
inc_top.asp
Now, inc_top_short.asp is where the title, html opening tags, and opening body tags are declared, but none of the above files appear to call inc_top_short.asp.
So how is this working? Where are these important tags being called to each page?

because they are also in inc_top
inc_top_short is basically inc_top without the menu and logo, it is used for the popup windows
