Ok.. I've been asked a lot for this.... So here it is.
No DataBase Setup is needed!
Country and State Flags Mod

Here is the license for Commercial Use: License
NOTE: Only use the flags on personal sites or register here for Commercial Use: Animation Factory
You need to modify 2 files inc_profile.asp and topic.asp I have these 2
files setup on clean Snitz 3.1 SR4 files. "###### They are clearly Marked #######"

Note: The flags are setup in a "images" directory you can change the path if
needed in the topic.asp file.
