On my page the border color of each individual window is the default color in Netscape. On IE it shows up as Navy (which it's suppose to be) How do I get Netscape to show a Navy border, as well? http://insidewaco.com/forum/

You can't. Netscape takes on windows colours for certain parts of pages. Borders are one of them and so are <HR> tags.
