If I want to add something, like a gif or a message to the page of the forum where we are all posting, which file do I add it to?

I looked at that file, and I'm not sure it's the one I'd want. If you go to the page of the forum where all the posts are listed, at the top right there are the list of links. At the top left is the logo for my forum. Somewhere under that logo, if I wanted to put in a message, like a "Congratulations", to one of our members who just had a baby, so anyone looking at the page could see it, which forum file can I use to insert that message right up there on top of the page?
