i dont know what all the SQL-Server or MySql database things are or the .MDB file are
i know its stupid but im clueless

Well, if you don't know what SQL or MySql is then you probably don't have it. You will use the snitz_forum_2000.mdb database file from the zip you downloaded. Just follow the instructions in the readme.txt file.
