This took me awhile to figure out what it was too. 
It deals with the javascript and the format buttons.
Prompt
When clicking on a format button, the user will get a javascript popup (msgbox) that will prompt the user for information specific to the button s/he selected. It helps build the proper forum code.
Help
When clicking on a format button, the user will get a javascript message box informing the user on what the forum code syntax is for that specific item.
Basic
When clicking on a format button, the user will have the basic forum code syntax added to the Message box. This will be added to the last thing typed in the message box.
