I am trying to write a separate login page. How do I make it such that inc_top.asp is not included at the top of the page?

the page you're using should have a line that looks like this
<!--#INCLUDE FILE"inc_top.asp"-->
take it out

I Think that you're looking for this:

It makes your site password protected, BUT you could
modify this to work because it has a Login Page.
