sounds like you have a duplicate record in your forum_mods table

If you have access to your db, check the entries for 'NewMemberPM' in Forum MODS, you should have these records

M_NAME	        M_CODE	M_VALUE
NewMemPM	Message	Enter your message here
NewMemPM	Subject	Enter your subject line here
NewMemPM	Admin	Huwr


If you can not access your db to check, let me know I will send you a mod_dbsetup to fix it.
