You need to open up ICQ and click on the ICQ button (lower left hand corner) and then select 'Preferences'. A window will pop-up with a whole bunch of options, on the left menu bar look for 'Security & Privacy' clicking on it will bring up your privacy options on the right side. To the bottom there should be a check box next to some text saying: "allow others to view my ICQ online/offline status from the web"
You must have this option checked for the snitz ICQ status indicator to work properly. A warning pops up when you check this option telling you that you will become visible to others, but that's what you want right?
I hope this is the correct solution to your problem. If not, let me know, I'll try to help some more.
I don't think there is anything else you can do. I'm online and my icon is still showing I'm offline. It's probably something to do with ICQ. There's nothing much you can do.
