What does locking a spam member do. Is it as good as deleting them?

If you lock the member, they can not post (unless they register with a new account, but they can not register with the same e-mail address if you have turned on Admin Options > E-mail Server Configuration > Require Unique E-mail) which I find is better than deleting the account.
