I want to ask for a way to add new groups for example, be an observer in all forums, and do special powers of the Department<

That function is called a moderator. You will need to look at each forum's properties and set the user to be a moderator for that area.<

There is a "user group" mod that you can download here. It may be closer to what you want.<
