Could you give some more specifics? In what ways do you want to restrict registration?

i want the people to email me a profile form which would also do an email address check and then when i review the form, i give them a userID and password to post messages.
I can make a form like that myself and probably an email checking mechanism as well,but how would i inclucde that in the forum?

if you can make a form like that yourself and email checking mechanism do that and just take away the register pages and links.
