Are you talking about where it says: Please Don't Change Any Settings If You Do Please Put Them Back...... Thank You.....

if so, he's just using the HTML <marquee> tag. Here is the code he's using:

<marquee align="middle" bgcolor="#000000" style="color: #FFFFFF; text-decoration: blink; font-family: Times New Roman; font-size: 12pt; font-weight: bold" width="100%" height="10" scrollamount="1.5" scrolldelay="20">Please Don't Change Any Settings If You Do Please Put Them Back...... Thank You..... </marquee>

you can download the code that is used on that site here:

http://www.eastpasco.com/link.asp?TOPIC_ID=108

that way you can look at the inc_top.asp file and see exactly how he inserted the code.

Are you using Netscape? Netscape does not understand the <marquee> tag and will only show the text.

Otherwise what Richard posted does work with IE
