It can't be done by category, only by forum using private forums, which can allow you to select who has access to each forum. If a member doesn't have access to any of the forums in a category and you have chosen to hide them from those members then that member won't see the category.

I wonder how the example given worked, then, and what the variable CAT_SUBSCRIPTION is for in the category table? |

I think the poster in that topic was mixing up forum and category at times.
As for that subscription field, it holds an integer which specifies the highest level of subscription available in each category which you can set using the second field in that screen shot you supplied. To get the subscription & moderation fields to appear when editing categories, you will need to enable both of those features in your admin options.
