Not really - the page runs and is rendered on the client (web browser), so the location will vary wildly with different browsers, images off/on, screen sizes etc
Then beyond that, if the app is running outside the browser, it's a massive security risk to allow the browser to interact with the desktop, and so unless you convince a user to install an ActiveX control to allow you to bridge the two (and open them up to far more risks), it can't happen
