 symbolic link on Win NT

Is it possible to make a symbolic link on a windows NT machine over ftp or through an asp or php file? If so how?
Situation: I have a header file in the root http dir that is included in all web pages. The folder test is contained within the root http dir and I would much rather just to include the header than ../header so that is the folder needs to be moved nothing needs to be changed.

Why do you need to change the code at all? You can just use <!-- #include virtual="/myheader.asp" --> from any page in your asp application.

And I don't think shortcuts work with asp includes anyway.

As far as I know, this is only implemented in SMB2.0 with Vista, it's not natively supported on NTFS pre-Vista...however it may be rolled out retrospectively, so keep your eyes on Technet!
