I know this sounds a bit backward, but I think now that im using SQL database, its a little bit slower loading than Access was...

If you installed MS Sql Server on your own server and that server wasn't that fast/powerfull, that might just be the case.
I use a normal desktop pc as testserver, one with 64MB, a Pentium processor, normal EIDE HDD etc.
If I startup MS Sql Server the processor use goes right up to about 100%. For testing that is fine, because I'm the only user on that machine, but in a production environment that wouldn't be. Using Access on that server is faster (if I shutdown Ms Sql Server) because it uses much less overhead.

I have a NT4 P133 with 128mb for testing IDE drive, SQL7 is faster than Access serving up data to my network. I can't speak for running applications on the same computer as the database. On a W2K P700 128mb running apps against SQL Server on the same computer is faster than running apps against Access.

This is a subjective observation, I haven't been so dedicated as to time anything, it just 'feels' faster.

On an ISP a lot of your performance will be determined by the resources they allocate. If the ISP uses an underpowered server for too many users, things can be slower. Odds are the SQL server is on a different computer than your web, so Access could be quicker under these circumstances.
