We are moving one of our sub-forums to a completely new forum, I would like to give 7 days notice to wrap up existing topics and prevent any new topics being posted while the members make the switch.

Is there any way to do this?

You could set it so first posts are moderated and just not approve new posts.... that would probably be the easiest way.

Could this be done just for one sub section then or would it affect the entire forum?

You should be able to edit each forum individually without it affecting any other forums.
