I got notice this morning that our forum is gone. All that is there is the title banner and everything else is a blue background. It was there yesterday and was fine. What happened?? I uploaded the default.asp file again but it's still the same. The link is

I did that and some things still aren't showing up while other words are HUGE and what did show up, I could click on but then was taken to a blank screen again.

It's not a blank screen, it's your login.asp page. Looks like someone's been into your admin options and fiddled with your forum's configuration. I'd recommed you (and any other admins you may have) change your password and then you'll need to login to your admin options to fix everything.

I'm using MySQL i believe. I'm fixing it now but everything is gone. We had an issue with a new member....and I can see which admin he used to get in and delete everything by looking at the last ip used at log in. Can I do anything about that?

So you know how he got in. I guess you could file a complain against him, from a legal point of view.
Your hosting provider likely has a database backup, you can try and contact them and see if they can help you with it.

Yup, I'd go for legal action as well.

Also, you need to determine how he got the admin's password in the first place.

I'm going to ask her what her password is. We had to leave a chat room because the owner went over the edge and since then it's been kind of a "forum war" with them...and this guy is from their forum. I'm thinking maybe her password was somewhat close to her account there. He threatened us right before this happened that we would lose our forum and we laughed at him. I guess he went thru on his word. How do I go about putting in a complaint?

Probably you need to go two ways: law enforcement and hacker ISP. Here is a link with some common sense and useful info: http://www.apnic.net/info/faq/abuse/hacking.html
